          4                 MR. PERSON:  All right.  We'll go ahead

          5   and get started.  For the record my name is James

          6   Person, and I'm Assistant General Counsel here at the

          7   Lottery Commission.  With me is Robert Tirloni, products

          8   manager in the Lottery Operations Division.  The time is

          9   11 -- or 10:02 on March 20, 2013.

         10                 The purpose of this hearing is to receive

         11   public comments on the proposed amendments to the Pick 3

         12   and Daily 4 online game rules.  These rules can be found

         13   at Title 16, Sections 401.307 and 401.316 of the Texas

         14   Administrative Code.  The proposed amendments and notice

         15   of this hearing were published in the March 8, 2013

         16   issue of the Texas Register on Pages 1497 and 1498.

         17   They were also published on the Commission's website.

         18   The Commission voted to propose these amendments at a

         19   public meeting held on February 20, 2013.

         20                 And I'll go ahead and note for the record

         21   that no members of the public appear to be in

         22   attendance, only Lottery Commission staff.  Therefore,

         23   we're going to recess for about 15 minutes to give any

         24   late arrivals an opportunity to appear before us.  We'll

         25   reconvene at 10:15.
