          4                 MR. MARKER:  Good morning.  It is just

          5   after 10 o'clock on Wednesday, July 17th. My name is

          6   Andy Marker.  I'm an attorney for the Texas Lottery

          7   Commission.  This is a public comment hearing on

          8   proposed amendments to Texas Lottery Rule 401.315, the

          9   Mega Millions On-Line Game Rule.

         10                 At this point we have not received any

         11   witness affirmation forms, but we will take a ten-minute

         12   break and then resume the hearing.  Thank you.

         13                 (Recess: 10:00 a.m. to 10:15 a.m.)

         14                 MR. MARKER:  All right.  We're back on the

         15   record.  It's 10:15.  We have received no witness

         16   affirmation forms.  So at this point I just want to

         17   briefly restate the purpose of the proposed amendments.

         18                 The proposed amendments to Texas Lottery

         19   Rule 401.315, Mega Millions On-Line Game, will address a

         20   change in the game to the Mega Millions game matrix, and

         21   also to the Mega Millions Megaplier add-on game feature.

         22   The change to the game matrix is to -- is for a proposed

         23   new matrix that would consist of two fields.  The first

         24   is a field of 75 numbers and the second field is a field

         25   of 15 numbers.

          1                 The change to the Megaplier feature is to

          2   add the number five as one of the possible options.

          3   Also the amendments to the rule would change the annual

          4   payment option for grand jackpot prize winners.

          5   Currently it's 26 equal annual payments.  The proposed

          6   amendments would change that to 30 graduated annual

          7   payments as defined in the Mega Millions finance

          8   operations procedures.

          9                 Having received no witness affirmation

         10   forms at this time, we will close this public comment

         11   hearing.  The deadline to submit public comments is

         12   July 29.
