          4                  MS. BURNETT:  Good morning.  My name is

          5    Lea Burnet, Assistant General Counsel with the Texas

          6    Lottery Commission.  With me is Robert Tirloni of the

          7    Lottery Operations Division.  The time is 10:03 on

          8    June 30, 2015.

          9                  The purpose of this hearing is to receive

         10    public comment on proposed amendments to the following

         11    Draw Game Rules; 16 Texas Administrative Code Section

         12    401.305, Lotto Texas; Section 401.307 Pick 3; 401.308,

         13    Cash-Five; Section 401.312, Texas Two Step; Section

         14    401.315, Mega Millions; Section 401.316, Daily 4;

         15    Section 401.320, All Or Nothing; and Section 401.322,

         16    Texas Triple Chance.

         17                  The same changes that we are proposing to

         18    these game rules are being made to the Powerball Game

         19    rule and comments will be accepted in the next public

         20    comment hearing at 11:00 a.m.

         21                  The purpose behind these amendments is to

         22    enhance and clarify the method by which players

         23    communicate numbers and play selections to a lottery

         24    retailer to purchase a Texas Lottery Draw Game Ticket.

         25    The proposed amendments would, if adopted, allow players

          1    to use two additional selection of pay methods; one, a

          2    previously generated draw game ticket and, two, to use a

          3    QR code generated by a mobile application that is

          4    offered and approved by the Texas Lottery, which is

          5    currently under development.

          6                  The proposed amendment to these rules were

          7    authorized for publication by the Texas Lottery

          8    Commission at the May 28, 2015 meeting.  The proposed

          9    amendments, along with the notice of today's public

         10    comment hearing were published in the June 12, 2015

         11    issue of the Texas Register.

         12                  In addition to this hearing, the

         13    Commission is accepting written comments on the proposed

         14    amendments by mail, email and fax.  The deadline for

         15    submitting comments is July 13, 2015.

         16                  For today's hearing, I have received zero

         17    witness affirmation forms.  I do not see anyone in the

         18    audience other than staff, but if anyone did not turn in

         19    an affirmation form and wishes to speak, please submit

         20    this form at this time.

         21                  Seeing none, I will go ahead and pause the

         22    hearing for a moment.  We will wait to see if any

         23    members of the public come in.

         24                  With that we will go off the record for a
